Principal

Jackson Public Schools appointed Elana Tate to serve as principal of Shirley Elementary School for the 2025-2026 school year. Ms. Tate is a certified education administrator with 28 years of distinguished service in teaching and school leadership. A passionate and committed educator, she previously served as principal of Key Elementary School for six years, where she led with vision, compassion, and a relentless focus on student achievement. Under her leadership, the school implemented transformative initiatives that prioritized academic excellence, social-emotional learning, and meaningful community engagement.
Known for her inclusive and collaborative leadership style, Ms. Tate empowers students, staff, families, and community partners to work together in creating a supportive and enriching learning environment. She strongly believes in the power of partnerships and has been recognized for her ability to bridge school, home, and community to foster the holistic development of children.
Ms. Tate holds a Bachelor of Science degree in Health Science from Alcorn State University, a Master of Science degree in Secondary Education, and an Education Specialist degree in Educational Leadership from Mississippi College.
Assistant Principals

Catreda Morgan is the assistant principal of Shirley Elementary School. She brings 14 years of educational experience to this new role, and all as a member of team JPS. Her educational experience began at Watkins Elementary in 2009 as a kindergarten teacher. Over the years, Ms. Morgan has worked as a kindergarten teacher for nine years, third grade teacher for one year and an interventionist for four years. For two summers, Ms. Morgan has proudly served as an A3 Summer Camp coordinator. Ms. Morgan has served the scholars of JPS at Watkins Elementary, Woodville Heights Elementary, and Timberlawn Elementary.
Ms. Morgan is a native of Jackson, Mississippi, and completed her high school studies at Murrah High School in Jackson, MS. She attended Thee Jackson State University and earned a Bachelor of Science Degree in Elementary Education K-4 in 2008. In 2012, she earned a Master of Science Degree also in Elementary Education K-4. Her Specialist’s Degree in Educational Administration K-12 was earned in December 2019.
Catreda Morgan is the daughter of a retired educator. Education has always been a top priority throughout her childhood and now as an administrator. Her belief is that all children can learn, and they deserve access to a quality education. They deserve new experiences and a safe place to grow and explore by the use of strategic lesson designs and instructors that are passionate and caring. “Leadership is about making others better as a result of your presence and making sure that impact lasts in your absence.”
