Elana Tate

Jackson Public Schools appointed Elana Tate to serve as principal of Shirley Elementary School for the 2025-2026 school year. Ms. Tate is a certified education administrator with 28 years of distinguished service in teaching and school leadership. A passionate and committed educator, she previously served as principal of Key Elementary School for six years, where she led with vision, compassion, and a relentless focus on student achievement. Under her leadership, the school implemented transformative initiatives that prioritized academic excellence, social-emotional learning, and meaningful community engagement.

Known for her inclusive and collaborative leadership style, Ms. Tate empowers students, staff, families, and community partners to work together in creating a supportive and enriching learning environment. She strongly believes in the power of partnerships and has been recognized for her ability to bridge school, home, and community to foster the holistic development of children.

Ms. Tate holds a Bachelor of Science degree in Health Science from Alcorn State University, a Master of Science degree in Secondary Education, and an Education Specialist degree in Educational Leadership from Mississippi College.

Assistant Principals

Catreda Morgan

Catreda Morgan serves as Assistant Principal at Sykes Elementary School, bringing 16 years of experience within Jackson Public Schools. She began her career in 2009 as a kindergarten teacher at Watkins Elementary and has since taught kindergarten for nine years, third grade for one year, and served as an interventionist for four years. Additionally, she coordinated the A3 Summer Camp for two summers. Her service spans Watkins Elementary, Woodville Heights Elementary, and Timberlawn Elementary.

A Jackson native, Ms. Morgan graduated from Murrah High School and earned a Bachelor of Science in Elementary Education (K–4) from Jackson State University in 2008, followed by a Master’s degree in 2012 and a Specialist degree in Educational Administration (K–12) in 2019.

The daughter of a retired educator, Ms. Morgan is deeply committed to ensuring all children have access to quality education, meaningful experiences, and a safe environment to learn and grow. She believes in strategic instruction delivered by passionate, caring educators. Her guiding principle: “Leadership is about making others better as a result of your presence and making sure that impact lasts in your absence.”

 

DeBorah Smith serves as the Assistant Principal of Shirley Elementary School and brings 26 years of experience in elementary education. She is deeply committed to advancing academic excellence, equity, and whole-child development in alignment with the mission and vision of Jackson Public Schools. Ms. Smith works collaboratively with teachers, staff, families, and community partners to support high quality instruction, data-driven decision-making, and positive school culture. Her leadership is focused on strengthening teaching and learning, increasing scholar achievement, and ensuring a safe, supportive, and engaging learning environment where all scholars can thrive.
